Poverty creates a condition in the society, which negates all human rights, not just a selected few. A poor person has no right at all, whether social, political or economical. Most of the social aberrations we observe in our society today. Mainly emanate from the poor income generating capabilities of the people. Poverty reduces people's capacity to use resources in a sustainable manner intensifying pressures on the ecosystem. To ensure sustainability, the content of growth must change opening up opportunities for the poor. Thus, the focus of developmental efforts, in addition to increasing overall productivity must be to increase the productivity if the poor. This will help ensure that the poor not only benefit from, but also contribute to economic growth, although West Bengal has less land area compared to some other major Indian states.
